Design concept by Clearview for Green Hills Regional Planning Commission’s Website Development Services RFP. Not the official website — visit ghrpc.org. Content from ghrpc.org, captured 22 Sept 2026. About this concept
FEMA requires every county to have an adopted all-hazards mitigation plan to be eligible for federal hazard mitigation funds. GHRPC helps the 11 Green Hills counties develop and update their plans, in partnership with Missouri SEMA.
The map and the table show the same list: each county’s plan status, as the hazard mitigation page on ghrpc.org gives it. On the live site both are built from one list that staff edit, so a change shows up in both at once.
County boundaries: U.S. Census Bureau (TIGERweb, 2026), drawn in the page from GeoJSON. On the live site, GHRPC’s own ArcGIS Pro exports are drawn the same way. No embedded map service.

2025 draft
November 14, 2025 (“Carroll County HMP Draft 11-14-2025”)
FEMA defines hazard mitigation as “any sustained action taken to reduce or eliminate the long-term risk to human life and property from hazards.” A county plan is countywide, multi-jurisdictional and multi-hazard. Missouri SEMA works with the regional planning commissions to help counties write them.
Why it matters to the county
Since the Disaster Mitigation Act of 2000, an adopted plan approved by FEMA has been a condition of eligibility for hazard mitigation grants under several programs.
Slot: what’s in this draft
On the live site the plan opens as a readable page, with its contents, sections, tables and maps in HTML and the PDF attached for the record, and staff add a short summary of what changed. We haven’t summarized the draft’s contents here, because we haven’t reviewed the PDF.
In 2025 GHRPC held public planning meetings in Harrison, Linn and Daviess counties, each with a Zoom session. Dates and places are on the meetings page.
